On 22-nd of August, 2006 Mr. M.Janatian, Vice- president of Atomic Energy Organization of Iran & NPPD Executive Director and Mr. A.R.Moradian, Bushehr NPP Project Manager are arriving in Moscow at the invitation of JSC Atomstroyexport.
The progress of the Bushehr NPP Project implementation is to be negotiated.
The delegation will visit Kalinin NPP Unit 3 and the Training Center, take part in the talks with the Managers of JSC Atomstroyexport and of the concern Rosenergoatom, acquaint themselves with the activities related to I&C for Bushehr NPP in Elektrogorsk Research Center for Nuclear Power Plant Safety.

On the 17th of August 2006 a Russian-Indian delegation visited Kalinin NPP. The visit was of familiarization nature and was arranged by JSC Atomstroyexport with support of Rosenergoatom concern.
The Counsellor of the Embassy of India for political affairs Dr. V.K. Paul as well as members of NPCIL staff, Mr. K. Koshi and D. Aggarwal, were the members of the delegation from the Indian side. Members of JSC Atomstroyexport staff led by Mr. I.N. Vassiliev, Deputy Head of Division for Construction of NPP in India, and representatives of Rosenergoatom concern comprised the Russian side of the delegation.
The distinguished guests visited the turbine buildings of the first and second stage, the unit pumphouse. The greatest interest was aroused by the visit to the third Unit turbine building and main control room. The guests asked the questions about the reactor digital control system, advanced variant of which will be used at Kudankulam NPP. During the visit the delegation called on the training department of Kalinin NPP.
During the meeting of the delegation with the Chief Engineer of Kalinin NPP, Mr. Michail Kanyshev, Dr. V.K. Paul, the Counsellor of the Embassy of India for political affairs, pointed out, that such visits are very important for strengthening of cooperation between Russia and India in nuclear engineering. He emphasized that the impression produced by the visit to Kalinin NPP exceeded his expectations. NPCIL specialists, who saw the steadily operating unit –analogue of the two Kudankulam NPP units and its digital control system –, shared the opinion of Dr. V.K. Paul.

JSC Atomstroyexport reduces Belene NPP construction period.
JSC Atomstroyexport has submitted a new offer on Belene NPP construction to the Tender Commission of NEK of Bulgaria.
Active and constructive discussion of basic conditions and engineering concept of the Russian project with Bulgarian experts made it possible for JSC Atomstroyexport specialists to revise the offer for Belene NPP construction wherein the NPP construction period as well as project cost reduction is envisaged. In addition, the extra Client’s requirements for the scope of the Russian Party’s obligations and application of the latest innovation solutions were taken into consideration in the modified variant. The adjusted offer of JSC Atomstroyexport completely complies with modern requirements meeting the best world standards and at the same time provides more attractive commercial terms and conditions.
Several variants of Belene NPP construction offered by the Russian Party enable the Client to select the optimum project. Within the framework of plant completion to the existing design the first Unit is planned to be constructed already in 6 years after the activities start and the second – in 7 years. According to the second variant which envisages a new generation NPP construction starting from a free field the first Unit will be constructed in 7 years.
Offers of JSC Atomstroyexport assume considerable integration with the leading European companies which will supply substantial amount of modern equipment including the vital systems of NPP operation – instrumentation and control, electric equipment, ventilation and air conditioning systems as well as advanced safety systems. The Bulgarian companies participation share will exceed 30%.
New conditions of Belene NPP construction increase to a great extent the investment attractiveness of JSC Atomstroyexport’s offer, which meets all the international safety requirements, is notable for the high standards of the applied technical solutions at the level of international standards and presents a well-balanced combination of Russian and European experience in nuclear engineering.

“Atomstroyexport” is performing works on the erection of the Bushehr NPP according to schedule.
JSC “Atomstroyexport” has completed another stage of works at the Bushehr NPP. On July 29, 2006 the Russian specialists carried out commissioning works in the demineralization building and got fine desalinated water to be used for post-mounting washing out of the equipment and pipelines of the Bushehr NPP power unit. 140 m3 of fine desalinated water has been produced at this stage.
At present adjustments of technological equipment, valves, analog and discrete channels of instrumentation and automatic equipment are performed in the demineralization building.
Apart from that, the JSC “Atomstroyexport” specialists are presently performing commissioning works on the electric equipment of the safety systems channels, and also works on assembly and adjustment of the I&C system. At the moment the logging of the technological software systems into the hardware of operating monitoring control of the main control room is being performed. The works are performed according to schedule.

Atomstroyexport has successfully completed immediate stabilization measures at the Chernobyl NPP Shelter.
On July, 31, 2006 the physical activities of two stabilization measures from the 3-rd commissioning package were completed at the Chernobyl NPP Shelter. The measures were related to the strengthening of the northern buttress wall and its connection with the boards-“sticks”. The activities have been carried out by the Stabilization Consortium, leaded by JSC Atomstroyexport.
The sarcophagus northern buttress wall is made of separate sections and in the course of the construction its upper part was not concreted. Therefore the northern boards relied on the upper metallic part of the wall and not on the concreted part.
The specialists had to pour concrete into the hollows and to strengthen the connection of the boards – “sticks” and the wall with the help of additional metal anchors. The anchors (thirteen Ď-structures and linear structures) were to be installed directly on the support elements of the northern sticks before the concreting and to be welded. All the activities were performed at a height of 53 m under complex radiological conditions.
In the course of the additional inspection the Consortium’s specialists proposed to change the access roads pattern and instead of catwalks and ladders they installed scaffolding on the forth cascade of the northern cascade wall.
This technological changing made it possible to speed up the work progress and to save the customer’s money.
The completed activities will be presented to the Working Commission in October, 2006 after the completion of further scheduled stabilization measure from 3-rd commissioning package.
The Shelter was constructed in November, 1986 over the destroyed unit with the purpose to renew the radiation environment monitoring and to protect against ionizing radiation.
The Stabilization Consortium won the international tender for stabilization measures and concluded in July of 2004 a relevant contract with GSP Chernobylskaya NPP. Along with JSC Atomstroyexport some Ukrainian organizations such as JSC Yuzhteploenergomontazh, JSC Rovenskaya NPP Construction Management and UPKTI Atomenergostroyproect are members of the Consortium.
Pursuant to the contract Atomstroyexport along with the Ukrainian contractors shall complete the stabilization measures at the Shelter in December of 2006. Up to now six stabilization measures from the eight measures stipulated by the contract have been completed.

On July, 25, 2006 Mr. Serguey Shmatko, President of JSC Atomstroyexport, and Mr. Moukhtar Dzhakishev, President of JSC National Atomic Company Kazatomprom signed a Memorandum on the establishment of Kazakhstan-Russian Joint Venture (JV) for development and promotion to the markets of Kazakhstan, Russia and third countries of innovation designs of power units with small and average power reactor plants.
The basic lines of JV business will be preparation of design and technical documentation for nuclear power units, maintenance personnel training, equipment supply, civil, erection and commissioning works at the NPP construction site as well as provision of services for the plant life cycle.
The Memorandum was signed by the Parties in Aktau (Kazakhstan) at the meeting of the Working Group on Nuclear Power Engineering of the Republic of Kazakhstan headed by the Prime Minister Mr. Danial Akhmetov with the assistance of Mr. Serguey Kirienko, Head of Rosatom, Mr. Vladimir Smirnov, Director General of Tekhsnabexport, Mr. Andrej Rudenko, the Russian Federation trade representative in the Republic of Kazakhstan and other members of the Russian delegation.

The “Atomstroyexport” specialists returned from Czechia where they held a presentation of Russian NPP projects and discussed further cooperation.
In accordance with the decisions of the Third session of the Workshop on nuclear power engineering of the Russian-Czech Intergovernmental Commission on economic, industrial and scientific and technological cooperation a meeting of Russian and Czech specialists in the field of nuclear power machine building took place on July 11 – 13, 2006 in Rzez (Czechia).
Leading Russian organizations – JSC «Atomstroyexport”, Experimental Design Bureau “Gidropress”, the Moscow, St.-Petersburg and Nizhny Novgorod Institutes “Atomenergoproject” and also the Rosatom concern representatives - made eight presentations at a specialized seminar organized within the framework of the meeting for the Czech professionals. The topic of the seminar was “New types of Russian nuclear power units with WWER reactors under development for NPP construction after 2010 – 2015.”
Avenues of the development of new generation WWER reactors, major engineering parameters of an NPP-2006 project, reactor plants WWER 1500 were considered during the seminar, in which more than a hundred Czech specialists participated; a program of the development of nuclear power engineering in Russia and Russian projects based NPP erection abroad were also under discussion.
The Russian delegation also held meetings with representatives of ten Czech companies, who gave an account of their companies’ production programs on the manufacture of the equipment, systems and components of NPP. A number of proposals on cooperation during the erection of NPP in Czechia were put forward.
The Russian specialists visited certain laboratories of the Institute of Nuclear Research where the meeting took place.
The Institute began to function in Rzez in 1959 when the Soviet nuclear specialists built a research reactor WWER-S with the capacity of 4 MW there within the framework of an intergovernmental agreement with the CSSR. Also two nuclear power plants (Ducovany and Temelin) were erected in the country with direct involvement of the “Atomstroyexport” joint stock company.
The Czech specialists noted that they were planning to build WWER power units in the Republic, those well known and reliable reactors, and expressed their willingness to participate in the development of Russian WWER new projects.

On July 12, 2006 Mr. Serguey Shmatko, President of JSC Atomstroyexport, and Mr. Vladimir Smirnov, General Director of JSC Techsnabexport, signed an Agreement on Cooperation.
This Agreement has been developed with an intent to strengthen strategic positions and ensure a higher economical efficiency of the activity of both organizations by coordination of efforts, cooperation and mutual support. It will enable to enhance the laterals between enterprises and companies of Russian nuclear industry that will positively influence on the efficient promotion of their production in the foreign markets.
The Agreement envisages joint participation in the discussions together with the potential customers, scientific and technical cooperation, integrating efforts in the innovation technique development and the information sphere.
A list of priority projects for cooperation and definite modes of their implementation will be specified by mutual agreement of the parties.

JSC Atomstroyexport will participate in the discussion by Russian and Czech experts of the possibilities for cooperation on the nuclear power engineering development in Czechia.
On July, 10, 2006 some representatives of Atomstroyexport company as members of the Rosatom delegation are leaving for Czechia for the presentation of Russian nuclear power plant designs.
The presentation will take place in AS IYAI Rzhezh (Nuclear Research Institute) in Rzhezh at the meeting of Russian and Czech experts to be held pursuant to the decisions of 3-rd Session of the Nuclear Power Engineering Working Group (RGAE) of the Russian-Czech Intergovernmental Commission for Economic, Research and Technical Cooperation.
JSC Atomstroyexport’s partners –Atomenergoproekt Institutes from Moscow, St. Petersburg and Nizni Novgorod, as well as OKB Gidropress - will provide detailed information on Russian VVER-equipped NPP of new generation and will tell about a new basic design AES-2006, which is underway now.
JSC Atomstroyexport that implements Russian designs abroad is well known in Czechia. Two nuclear power plants – Dukovany and Temelin- were constructed in this country with the direct participation of VO Atomenergoexport at first and then of JSC Atomstroyexport as its successor. Recently the company’s potentialities have been extended and the advanced reactor plants ensuring a new qualitative and higher safety level and developed on the basis of Russian standards with due regard to international requirements and IAEA recommendations are now offered to Czechia.
The presentation will take part on July, 11. The day of 12 of July will be devoted to the discussion; the Russian experts will answer the questions. On July, 13 a discussion is planned on the subject of the “Potentialities for Cooperation of Russian and Czech Organizations on the Nuclear Power Engineering Development”.

Mr. Serguey Shmatko, President of JSC Atomstroyexport, and Mr. Chen Zhaobo, Chairman of Jiangsu Nuclear Power Corporation BOD, held a meeting on Tianwan Nuclear Power Plant construction.
On July 6, 2006 Mr. Chen Zhaobo, Chairman of Board of Directors of Jiangsu Nuclear Power Corporation, visited JSC Atomstroyexport headquarters, whereat he met up with the representatives of the company headed by Mr. Serguey Shmatko, President of JSC Atomstroyexport.
In the course of the meetings the Parties assessed the progress of works on Tianwan NPP construction and discussed the urgent working issues.
On June 22, 2006 Tianwan NPP Unit 2 hot operational tests including hydraulic pressure tests and circulating flushing of the reactor plant were accomplished.
Currently, the second in-service- inspection of primary equipment is underway – the status of main components, metal and weld deposition is being evaluated.
Results of the inspections and tests planned to be performed at this stage will be documented in a certificate to be approved by a commissioning management team.
As scheduled, in September the fuel will be loaded to Tianwan NPP Unit 2 reactor and the physical start-up will take place.
TNPP Unit 1 is now at the stage of energetic start-up. Bringing the reactor to 50% power is on target by the end of July.

Atomstroyexport Has Submitted to the Tender Committee of GSP Chernobyl NPP an Offer for the Plant Decommissioning.
On 30-th of June, 2006 at the GSP Chernobyl NPP the 1-st stage bidders’ offers on the subject of the “Research Works for the Chernobyl NPP Decommissioning Program (Draft) Development” were opened. JSC Atomstroyexport’s representatives participated in the event.
JSC Atomstroyexport acts as a leader of the Russian-Ukrainian group of utilities formed by NIPKII Atomenergoproect, NIKIET named after N.A.Dollezhal, ISK Rosatomstroy, RRC Kurchatov Institute, which represent Russia and the Chernobyl Center for Safety, Radwaste and Radioecology Problems (Ukraine). The bid offer contains the Chernobyl NPP decommissioning concept and the track records of the participating organizations.
The participants in the bid invited by GSP Chernobyl NPP in May, 2006 are also the Institute Energoproect (Kiev) and the Institute for NPP Safety Problems of the Ukrainian Academy of Science.

Atomstroyexport Became the General Sponsor of the Rosatom Innovation Forum.
On 27-th of June, 2006 the Rosatom Innovation Forum took place at the “President-Hotel”, Moscow, where the latest developments and advanced technologies were presented by enterprises of the Russian nuclear power industry. Mr. Serguey Kirienko, Director of Rosatom, Mrs. Yekaterina Popova, Assistant to the President of the Russian Federation, Mr. Serguey Mazurenko, Director of the Federal Agency for Science and Innovations, and Mr. Piotr Schedrovitski, Director General of FSUE TSNIIatominform participated in the Forum.
The decision of Atomstroyexport to support this very significant and large-scale event in the branch resulted from the fact that the company that is constructing several NPP power units abroad and bidding for the construction of new nuclear power plants and modernization of the earlier built NPP, feels an exigency for the application of innovation techniques. The company adheres to the position that without these techniques it is impossible to hold the leadership in the severe competition of the international market.
At the exhibition arranged within the Rosatom Innovation Forum JSC Atomstroyexport presented information on new generation NPP designs offered for the international bids.
The management of the company is assured that the present Forum will serve as a powerful spur to the development of innovation techniques, which will provide real competitive advantages and will help Russia become a leader at the international market of NPP construction.

Specialists of JSC Atomstroyexport Began Commissioning of Water Chemical Treatment System at Bushehr NPP.
On 17 of June, 2006 in the water pretreatment building at Bushehr NPP so called clarified water was obtained. Currently the engineering setup and the ion-exchanging filters media infilling are underway and obtaining of the partially clarified water is planned by the end of the month. At the same time a water chemistry laboratory establishment is near to completion. Iranian specialists who are completing training will be attracted for the Water Chemical Treatment System maintenance.
All the activities underway now are related to the preparatory stage, which will be concluded with the demineralized water supply to the Unit systems. As scheduled, the stage completion is on 31 of August, 2006.
The Water Chemical Treatment System is one of the key elements of the technological process at the nuclear power plant and its commissioning is the first step preceding the start of the power unit commissioning activities. Demineralized water is served for pipes flushing and for further use in NPP systems.
Bushehr NPP is being constructed on the turnkey basis by JSC Atomstroyexport under the Russian- Iranian Intergovernmental Agreement. This nuclear power plant is a unique example of Russian technologies’ integration into western design solutions.

JSC “Atomstroyexport” presents the innovative technologies of NPP construction at the exhibition “New Technologies in the Fuel-Energy Complex” in Saint-Petersburg.
JSC “Atomstroyexport” took part in the exhibition “New Technologies in the Fuel-Energy Complex” on June 13-15, arranged within the framework of Petersburg Economical Forum and presented the third generation reactors and new progressive technologies for the nuclear power plants abroad. Being used at Tianwan NPP in China and Kudankulam NPP in India this technologies allow these plants to placed among the leading ones in the world in terms of the safety level.
The visitors of JSC “Atomstroyexport” stand were particularly interested in the active and passive safety systems used at modern NPPs, in the system of the reactor protection against the external effects and in the unique Russian-developed feature, the corium catcher.
The new technologies incorporated into the bid for Belene NPP completion in Bulgaria were also presented at the exhibition. Belene project features the enhanced safety level achieved by the redundancy and a number of additional protective systems.

“Atomstroyexport” has completed the next package of activities on the stabilization of the Shelter facility at Unit 4 of the Chernobyl NPP.
The “Stabilization” Consortium, functioning with the JSC “Atomstroyexport” as its leader, has completed the works on the realization of stabilization activity on the reinforcement of the western and eastern supports of the beam “Mammoth” of the Shelter facility at the Chernobyl NPP. On May 25, 2006 the working acceptance commission signed the acceptance certificate of the first startup complex of stabilization activities.
In spite of the engineering complications and difficult radiological conditions the works have been performed qualitatively and according to schedule. The Shelter facility was constructed in November 1986 over the destroyed Unit with the purpose of regaining control over the radiological situation and protection against ionization radiation. Nevertheless remote construction methods and tight schedule of the works performance prevented the participants of the period from ensuring sufficient reliability and longevity period of the facility. In 1997 the SIP project was approved. It was a plan of the realization of stabilization activity at the Shelter facility developed by an international group of experts of the European Union, Ukraine, Japan and the USA.
The “Stabilization” Consortium won the international bid on the realization of stabilization activity and signed in July, 2004 a respective Contract with the SSE “Chernobyl NPP”. Along with “Atomstroyexport”, the Consortium comprises the following Ukrainian organizations: OJSC ”Yuzhteploenergomontazh”, JSC “Department for the Construction of the Rovno NPP” and UDTI “Atomenergostroyproject” (AESP).
In the course of the meeting of the G-8 working group on nuclear safety, which completed its work on May 26 in Moscow, the steadiness of the consortium’s work and the quality of the stabilization activity realization were noted. Ian Downing, Chairman of the Board of Directors of the Chernobyl Foundation (Great Britain), appraised the work of “Atomstroyexport” and its partners highly. It was suggested that these statements should be introduced into the draft of the Chernobyl Statement being prepared for the July summit of the G-8 in Saint Petersburg.
Pursuant to the Contract “Atomstroyexport” is jointly with the Ukrainian Contractors completing the stabilization activities at the Shelter facility in December 2006.

«Atomstroyexport» presented Russian advanced nuclear technologies for the nuclear power engineering of Vietnam.
On May 19, 2006 «Atomstroyexport» successfully completed on the Rosatom delegation its activity at the International Exhibition on Nuclear Power in Hanoi. Keen interest to the exhibition, in which major companies of Russia, the Republic of Korea, France and Japan had taken part, arose due to the strategy of the development of nuclear power engineering to the year of 2020 stipulating the construction of the first national NPP approved by the government of Vietnam early this year. Potential participants of the future international bid for the erection of nuclear power units presented their recent achievements in the field.
Alongside with «Atomstroyexport» 13 leading Rosatom system organizations were represented at the exhibition, leading Russian scientific and design institutes included, and also the “Rosenergoatom” concern, responsible for the operation of all the home NPP. Alexander Glukhov, First Vice-President of the JSC «Atomstroyexport», headed the Rosatom delegation.
Mr. Hong Van Phong, Minister of Science and Technology of Vietnam, addressed the audience with a complimentary speech at the exhibition opening, informing of the country’s approved strategy of the nuclear power branch development. He imparted that the beginning of the construction of a 2000-4000 MW NPP was planned for 2010.
Alexander Glukhov presented the Russian exposition to Mr. Hong Van Phong and his party of the leaders of the Vietnamese departments, who familiarized themselves attentively with the activity of domestic enterprises and displayed their interest in the development of bilateral cooperation in the nuclear power engineering field. Deputies of the National Assembly of the Republic of Vietnam, taking the final decision on the construction of an NPP in the country, paid special attention to safety technologies used in the course of NPP construction.
The JSC «Atomstroyexport» exposition was also inspected by the Vietnamese power engineers, journalists and representatives of the countries participating in the exhibition: France, South Korea and Japan. Detailed professional explanations were given in the course of the national seminar presentation, where specialists from eight organizations representing the Russian nuclear power industry took the floor. «Atomstroyexport» presented a report on the capacity of the Russian nuclear machine building complex, on the state support it enjoyed, latest technologies and practical experience of NPP erection.
The serious approach of the Vietnamese specialists to the erection of their first national NPP, which was to commemorate the country’s power breakthrough, manifested itself clearly during the organized within the framework of the exposition round table discussion «Economic competitiveness and nuclear power engineering safety». In the course of a multilateral discussion the JSC «Atomstroyexport» experts gave an account of their long-term national experience in the field of the nuclear power engineering development, reliability and efficiency of the offered designs and technologies. They also answered numerous questions of the Vietnamese audience.
Within the framework of the visit objective negotiations with the chief executives of the Ministry of Industry, Ministry of Science and Technology, Ministry of Natural Resources and the Environment, the National Commission on Nuclear Power, the Vietnam Atomic Energy Commission took place, at which specific avenues of cooperation in the field of peaceful uses of atomic energy were discussed. In the course of the meetings the Russian party’s readiness to cooperate actively with the SRV on a wide range of problems including the Vietnamese personnel training, the Russian organizations’ participation in the preparation of the feasibility study of the construction of the first NPP in Vietnam, search of the possible sources of funding for the NPP erection etc was confirmed.

“Atomstroyexport” has taken part in the 10-th meeting of the Intergovernmental Russian-Bulgarian Commission on trade-economic and scientific-technological cooperation (IGC), held on May 15-17, 2006 in Moscow.
In the course of the Commission meeting it was noted that considerable structural and organizational changes had taken place in the Russian and Bulgarian power engineering after the ninth meeting of the IGC. Issues of nuclear power engineering are becoming a matter of priority in Bulgaria. The NPP Belene construction bid, in which the Russian company “Atomstroyexport” is also participating, is another confirmation of that. Having submitted its bid offer “Atomstroyexport” is reckoning on winning as the most modern and advanced technologies of NPP construction tried out by the company while erecting NPPs in China, India and Iran form the basis of the Russian project. The Russian party claimed lending governmental support to the JSC “Atomstroyexport”.
The Intergovernmental Commission recommended the Russian and Bulgarian organizations to continue cooperation in the field of scientific and technological support of NPP “Kozloduy” operation and modernization of Units 5 and 6 of the plant; it also outlined major avenues of cooperation between the Russian and the Bulgarian parties on matters of nuclear power engineering.

A JSC “Atomstroyexport” delegation headed by Alexander Glukhov, First Vice-President, is participating in the International Exhibition on Nuclear Power held on May 16 – 19, 2006 in Hanoi (Vietnam).
JSC “Atomstroyexport” is presenting at the exhibition the potential of the Russian nuclear power engineering branch in the field of NPP construction abroad. The Russian party held a presentation of modern NPP construction technologies used in the course of its foreign projects realization. Representing the Rosatom delegation, Alexander Glukhov stated, that the Russian NPP construction technologies are reliable and efficient and the NPP designs, which Russian enterprises are able to offer, are absolutely competitive. The latter has been proved by the successful realization of projects on the erection of power units of NPPs in China, India and Iran.
Russia is Vietnam’s partner in the field of the use of nuclear power, which is considered as a possible variant of satisfying the electric power demand. Vietnam is planning the commissioning of its first NPP in 2015-2020. If the tender is issued the chances of “Atomstroyexport’s” winning it are great. Russian specialists possess great experience of NPP erection abroad and are continuously perfecting their skills in the field.
The erection of the first Vietnamese NPP is to be beneficial to both parties; the realization of the project is totally complying with the agreement between Moscow and Hanoi on cooperation in the field of peaceful use of nuclear power signed in 2002. “Atomstroyexport” is ready to realize a turnkey project and also organize the Vietnamese personnel training, Alexander Glukhov stated.
Apart from Russia, delegations from France, Japan and the Republic of Korea are participating in the International exhibition.
Within the framework of the visit of the Russian delegation negotiations with the Ministry of Industry, Ministry of Science and Technologies, Commission on Nuclear Power and the Power Institute of Vietnam will take place.
