Joint-Stock Company "Atomstroyexport" shows openness and readiness to cooperate with journalists.
On November, 22nd the press-service of Joint-Stock Company "Atomstroyexport" organized and held the press-lunch for representatives of mass media.
The subject of the press-lunch – use of the Russian technologies in world nuclear engineering – allowed journalists to receive exhaustive information on implementation of the projects of Joint-Stock Company "Atomstroyexport" in construction of nuclear power plants abroad within the framework of the intergovernmental agreements of Russia. The press-lunch was attended by: deputy head of the Division of nuclear engineering of Rosatom, Shmygin A.I.; Vice-president of Joint-Stock Company "Atomstroyexport", Reshetnikov E.A.; head of the Division for construction of new nuclear power plants abroad of Joint-Stock Company "Atomstroyexport", Parygin V.V.; adviser to the president of Joint-Stock Company "Atomstroyexport", Nefedov G.F.; director of Research and Design Institute «Atomenergoproject», Kopytov I.I.; and also representatives of political and business Russian and foreign mass-media.
The Vice-president of Joint-Stock Company "Atomstroyexport", the coordinator of Tianwan NPP Construction Project, Mr. Reshetnikov, opened the press-lunch with the information on a finishing phase of commissioning of Tianwan NPP Unit 1. In the beginning of December, 2005 Joint-Stock Company "Atomstroyexport" assumes to complete physical start-up of Tianwan NPP Unit 1 in China and to bring it to the minimum controlled power level of the reactor plant. Connection of the nuclear power plant to the grid will take place in the first decade of January, 2006.
The press-lunch gave to journalists an opportunity to receive answers to the questions concerning participation of Joint-Stock Company "Atomstroyexport" in the bidding process for Belene NPP construction, and also cleared the situation with construction of Bushehr NPP in Iran. Besides, the representatives of Rosatom and Joint-Stock Company "Atomstroyexport" shared the information with journalists about the state-of-the-art safety technologies, which are used by the Russian experts during construction of nuclear power plants abroad. The format of the press-lunch allowed not only to come into contact, to generate trust and to give full and trustworthy information to journalists, but also to clear many of the engineering nuances, which are so necessary now and then for preparation of information materials. The representatives of mass media noted urgency and necessity of similar meetings.
Showing openness in the information policy and readiness to give full and trustworthy information to representatives of mass media, Joint-Stock Company "Atomstroyexport" is intending to make such meetings with journalists traditional.

On the 1st of November 2005 the Russian-Ukranian Consortium «Stabilization», consisting of JSC «Atomstroyexport» and three Ukranian companies, completed the next in turn stabilization measure at Unit 4 of Tchernobyl NPP. The works were completed on strengthening of the western support of the beam «Mammoth», and currently the “as built” documentation to be submitted to the Customer is being elaborated. This stabilization measure was originally considered as one of the simplest. However, during additional examination of the work fulfillment area, a powerful source of radioactive emanation was found. As the radiation situation changed, additional shielding for the work fulfillment area was required, as well as introduction of design changes for the simulator mock-up and increase of the personnel practical training period.

Fuel loading into the reactor of Tianwan NPP Unit 1 completed.
On the 26th of October Atomstroyexport completed loading of 163 fuel assemblies into the reactor of Tianwan NPP Unit 1. This is a standard fuel amount for this Unit type. Fuel loading continued for eight days (instead of the scheduled ten), thus testifying to the reliable and well arranged operation of the automatic process control system installed at Tianwan NPP.
On the 28th-29th of November it is planned to finalize physical start-up of the Unit and reach the minimum controlled power level.
However, in order to perform energetic start-up of the plant it is necessary to carry out a certain number of tests and physical experiments, which are related to monitoring of safe operation of the Power Unit. The overall works are being fulfilled in compliance with the NPP confirmed commissioning time schedule.

JSC Atomstroyexport proceeded to physical startup of Tianwan NPP Unit 1 in China
On the 18th of October the first fuel assembly was loaded into Tianwan NPP Unit 1 reactor. Enjoying the experience of 30 NPP Units construction in 11 countries over the world JSC Atomstroyexport is commissioning Tianwan NPP Unit 1 which is unique in terms of the safety systems used. Tianwan NPP is one of the largest projects of economic cooperation between the Peoples’ Republic of China and the Russian Federation and of the largest unit power as compared to all the nuclear Units being constructed now in China.
The history of Tianwan NPP construction evolves from 1992 when the Intergovernmental Agreement between the Russian Federation and the People’s Republic of China on cooperation on the construction of a nuclear power plant in PRC and extending a state credit to China. The NPP construction started with signing the General Contract for NPP in December 1997. JSC Atomstroyexport was entrusted with the commitments of NPP design, equipment and materials supply, installation, commissioning activities and Chinese personnel training. The capabilities of JSC ASE partners, recognized leaders in NPP design development and equipment manufacture for nuclear industry, contributed to the successful completion of Unit 1 construction. Over 150 Russian enterprises and organizations were involved in TNPP construction. FSUE SPbAEP was the NPP Designer General, FSUE OKB Gidropress developed the reactor plant design, the design scientific support was provided by RSC Kurchatov Institute.
Major equipment of Tianwan NPP Unit 1 was manufactured at JSC Izhora Works and ZIO-Podolsk, the turbine plant was supplied by JSC “Power Machines”, NPP instrumentation and control system design was developed and the main equipment thereof was supplied by SIEMENS company. TVEL concern will supply nuclear fuel for Tianwan NPP.
Tianwan NPP is a result of the advanced design of water-cooled water-moderated reactor-equipped NPP (NPP-91) developed by Russian experts in the early 90-ies together with the Finnish company Imatran Voima Oy and aimed at comprehensive compliance with the state-of-the art economy and safety requirements.

The principal design features are as follows:

advanced reactor plant of VVER-1000/428 type, with the improved neutron physics performances and enhanced emergency protection system efficiency;
four-train safety system structure;
double containment to provide protection against external impacts;
core catcher to confine fuel melt and other systems of beyond design basis accident consequences localization;
service life of NPP major equipment extended by 10 years.

Tianwan NPP design may be considered a unique one worldwide due to its high safety performances. Russia advances yet further on the world high tech market.

Russian-Ukrainian consortium “Stabilization” has completed yet one more important stage of activities aimed at stabilization of “Ukrytie” facility at Chernobyl NPP Unit 4: holing and soil cementation for foundation base of metal structures intended for strengthening of “Ukrytie” western wall. In compliance with the design 761.1 running meters of holes were bored and 1800 m3 of mortar were pumped in under adverse conditions.
Timely implementation of these activities enables commencement of subsequent stages of western zone stabilization. Stabilization of western part of “Ukrytie” in particular is of vital importance for the overall stabilization schedule.

Vladimir Nikolaevich Generalov was elected the Chairman of the Board of Directors of JSC Atomstroyexport at the Board of Directors on tye 5 of June 2005
Mr. Generalov is the Head of Division for Construction of Nuclear Power and Industry of the Federal Atomic Energy Agency (Rosatom).

The Ukranian-Russian Consortium "Stabilization", including JSC "Atomstroyexport" (Russia) and three Ukranian companies: JSC YUTEM, "Atomenergostroyproekt" (AESP), JSC "RNPP Construction Management" completed fulfillment of the first measure on stabilization of the building structures of the "Shelter" facility at Chernobyl NPP 1,5 month earlier than the scheduled date. In particular, the works were performed on strengthening the floor slabs of the deaerator stack, which was severely damaged due to the accident.
Strengthening of the floor slabs was started in the mid of March 2005. During the work performance seven metal supports were erected, thus excluding probability of collapse. The works in full scope were completed on the 28th of May 2005. That makes it possible to start performance of the stabilization measures of the deaerator stack framework.

JSC Atomstroyexport bought the Bid Documents for the construction of NPP Belene in Bulgaria.

Atomic Energy Agency, participated in the second session of the Russian-Vietnamese Joint Coordination Committee on implementation of the Intergovernmental Agreement about cooperation in peaceful use of nuclear energy.
During the session, in which specialists of the parties participated, they exchanged their experience in the nuclear engineering area, discussed the cooperation lines, including provision of technical assistance by the Russian companies to the Vietnamese organizations in studying prospects of creation of the national nuclear engineering industry and construction of the first Vietnamese nuclear power plant.
The framework of the Committee’s session included presentation of the advanced Russian NPP-92 nuclear power plant design based on VVER-1000 units, as well as approval of the Program of the Russian-Vietnamese cooperation in peaceful use of nuclear energy for 2005-2006.

The Russian-Ukranian Consortium «Stabilization», the leader of which is JSC “Atomstroyexport” (Russia), has performed the work package “Stabilization measures at Chernobyl NPP Unit 4 on establishing a monolith plate and commencement of arranging foundations to strengthen the structures of “Shelter” Project western area”. The Contract was awarded to the Consortium on basis of the bidding results in 2004 and envisages package of the measures aimed at stabilization of the Project structures in order to decrease risks of collapse and release of radioactive dust. The International Fund finances the works. Completion of the stabilization measures will open a possibility for commencement of works related to the New Safe Confinement construction, which is a new element of the Program to turn the “Shelter” Project into a safe ecological system.

In compliance with the China Nuclear Power Self - Reliance Program JSC «Atomstroyexport» submitted on the 28th of February 2005 the official Bid for construction of new NPPs on Sanmen and Yangjiang Sites to the Tendering Office. The Bid comprises NPP VVER-91/99 Nuclear Island (NI) that presents the updated design of Tianwan NPP NI (1000 MW) currently under construction in Jiangsu Province, PRC. The Bid was prepared on the basis of positive cooperation experience in the construction of Tianwan NPP first phase, thus encouraging the Chinese companies to master the installation and construction technologies related to implementation of the Russia elaborated design. The Bids were also submitted by AREVA (EPR reactor) and Westinghouse (AP-1000 reactor). NPP NI design to be selected upon the bidding results will be applied for construction of future commercial NPP units included in the China Nuclear Power Development Program.

Concerning the current status At Tianwan NPP site in China:

Preparation for the fuel loading is in progress

Erection works for 30% of Nuclear Island systems are completed.
Erection availability of main systems of the secondary circuit is 80%.

As to TNPS Unit 1:

second revision of the Unit equipment is in progress;
completion of all experiments for the turbine set shaft and the generator leak check

As to TNPS Unit 2:

completion of rector building dome armouring;
assembling of process systems for Nuclear Island from 50 up to 98% according to schedule;

On the 30-th of April an successive stage of the Reactor Plant hot running-in for Tianvan Unit 1 commissioning was completed.

Blowdown of the main steam lines of Tianwan NPP Unit 1 is completed.

JSC "Atomstroyexport" will present its exposition at the 6-th International nuclear engineering exhibition "NUCLEAR-2004" in the People's Republic of China (Beijing). The exposition will be located at the place No. 1343 - 1352 as a part of the exposition presented by the Ministry of Russian Federation for Atomic Energy and will demonstrate the achievements of JSC "Atomstroyexport" and prospects for future.

The hot run of Tianwan NPP Unit 1 reactor plant is started.

Turbine No. 1 of Tianwan NPP is put in barring gear position. 8 March 2004 – vacuum buildup is started.

From 26 February to 3 March 2004 in China the 21th Coordination Meeting on implementation of the General Contract on construction of Tianwan NPP and the 13th Intermediate Coordination Meeting on Tianwan NPP took place , which reviewed the most important issues of Tianwan NPP construction, such as:

training of Chinese specialists;
I&C;
contractual and commercial agreements;
delivery of TNPP Unit 1 operation documentation;
supplies of spare parts for 5-year post-guarantee period;
preparation for physics testing of Unit 1 reactor initial startup, supplies of temporal equipment required for physical startup;
nuclear fuel accompanying documentation.

The agreed decisions were taken by the Parties according to the review results.

The core emergency cooling system complex tests are performed at Tianwan NPP Unit 1 reactor.

The sprinkler system tests are performed in the reactor building containment of Tianwan NPP Unit 1.

The reactor building containment tightness and strength pneumatic tests were performed at Tianwan NPP Unit 1 in China in the period from 22.01.2004 to 04.02.2004.

From 15 to 21 January 2004 in China the «12th Tianwan NPP Intermediate Coordination Meeting» took place, at which the most important questions of Tianwan NPP construction were reviewed, including equipment supplies, commissioning works, quality assurance, training of Chinese specialists. The agreed decisions were taken by the sides on the basis of the review results.

The stage of the hydraulic tests and circulation flushing of the primary circuit of Unit 1 of Tianwan Nuclear Power Plant in China has been successfully accomplished, also the hydraulic tests of the secondary equipment and pipelines of the reactor building have been performed.

Company TVO, that held the bid on construction of the NPP fifth power unit in Finland, announced the intermediate results today. For the present moment the Customer has allocated Olkiluoto site as an area of construction and chosen one out of three potential Suppliers. As it was stated by TVO, ASE bid offer is still considered along with other candidates till announcement of final results at the end of 2003.

The 10th meeting of the Coordination Committee on construction of NPP "Kudankulam " took place in India. The most important issues, such as elaboration of the detailed design documentation, progress of civil works, supplies of equipment etc. were reviewed. Representatives of the leading Russian manufacturers of nuclear equipment participated in the meeting activities.

The 20th Coordination Meeting on Tianwan NPP construction and the Trilateral Chinese-Russian-German Meeting on the managerial level of the Parties on Instrumentation and Control (I&C), Heating, Ventilation and Air Conditioning took place from 15.09.03 till 26.09.03 in China. The participants in the Meeting concentrated on the assurance of Unit 1 cold run scheduled for November 1, 2003, as well as on the resolution of issues on basic design, delivery of equipment, materials and operation preparation. 203 issues were discussed in 16 Working Groups in course of the Meeting. Agreements were reached for the most part of the issues with the signing of Protocols. 30 most important issues were brought before the Central Group for review and decision taking.

The 9th Meeting of Coordination Committee for the construction of Kudankulam NPP in India took place in Moscow. Upon results of the Meeting the Parties signed the Protocol where they expressed their satisfaction with considerable progress regarding all aspects of NPP construction and mainly with respect to civil works and deliveries of equipment to the Site. It has also been scheduled to implement a large scope of activities on supply and installation of the equipment required.

From 26 to 30 May 2003 in China the 10th Intermediate Coordination Meeting on Tianwan NPP took place, during which the most important issues of Tianwan NPP construction were reviewed, including supplies of the equipment, the commissioning works and quality assurance. According the review results the Parties took the agreed decisions.

On the 14th of April 2003 Mr. A.B. Malyshev, Deputy Minister of Minatom of RF, participated in the negotiations held in the State Planning Body of China concerning prospects of further Russian-Chinese cooperation in the nuclear engineering area.

From 30.03.03 to 12.04.03 in China the 18th Tianwan NPP Coordination Meeting and I&C and HVAC High Level Trilateral Meeting were held. The Russian delegation took part in the negotiations with the Chinese specialists from JNPC, with the German specialists - on I&C and HVAC issues and with the Chinese specialists - on the rest issues. The most important questions of Tianwan NPP construction were reviewed at the meeting, including the equipment supplies, its quality assurance and improvement of the commissioning situation at TNPP construction site.

22.02.03ã. Two steam generators are installed on the standard supports in the reactor building of Unit 2.

24.02.03ã. The reactor pressure vessel is delivered to the reactor building central hall of Unit 2.

The 10th Project Manager Coordination Meeting between the Iranian and Russian Parties with the participation of directorship of RF Ministry on Atomic Energy, managers of design and main subcontract companies took place in Teheran at NPP construction site in Bushehr. The participants in the Meeting reviewed the main issues on completion of NPP Bushehr Unit 1.

The 9th Deputy General Manager Meeting of JNPC and Atomstroyexport took place in China on February 10-11, 2003. The most urgent issues related to Tianwan NPP construction such as the ones of equipment delivery, commissioning works and quality assurance were reviewed in course of the above Meeting. The Parties arrived at the agreed decisions upon results of the review.

The 8th meeting of the Coordination Committee for the construction of NPP Kudankulam in India took place on February 10, 2003 in Moscow. The meeting was aimed at the review of the most urgent issues such as development of the working documentation, progress of construction works, equipment delivery and others.
The Protocol was signed upon results of the meeting.

During the period since December 12 to December 25, 2002 the 17th Coordination Meeting on implementation of General Contract for construction of Tianwan NPP took place in China. In the course of this meeting the most important matters of Tianwan NPP construction, including equipment supply and quality assurance, improvement of commissioning activities state at TNPP construction site were discussed.
Members of Russian delegation visited Tianwan NPP construction site and got deep insight into Unit 1 and Unit 2 civil and installation activities progress.

The 9th Coordination Meeting devoted to the issues of completion of NPP Bushehr Unit 1 on the level of Project Managers of the Iranian and Russian sides and with the participation of managers of the design and main subcontract organizations is to take place in Tehran and at the site of NPP construction in Bushehr. The meeting is held in line with the visit to Iran of Mr. A. Rumiantsev, Minister of RF on atomic energy, who is about to effect a visit to NPP Bushehr construction site.

Dr. V. Chaturvedi, Chairman and Managing Director of NPCIL and Mr. V. Kozlov, Director General of JSC Atomstroyexport signed the contract for the training of the Indian personnel on operation and maintenance of NPP under construction in accordance with the General Frame Agreement. The Contract provides for the complex training at the base of Novovoronezh Training Center.

The 7th Meeting of the Coordination Committee on the cooperation for the construction of NPP Kudankulam took place in India. The work of the Indian delegation at the meeting was headed by Dr. V. Chaturvedi, Chairman and Managing Director of Nuclear Power Corporation of India Ltd. (NPCIL) and Dr. D. Shankaran, Deputy Chairman of Nuclear Power Department of the Indian Government. Mr. A. Malyshev, Deputy Minister of RF on atomic energy, Mr. E. Reshetnikov, Chairman of Board of Directors of JSC "Atomstroyexport" and Mr. V. Kozlov, Director General of JSC "Atomstroyexport" were in charge of the Russian delegation.

The course of execution of works on the construction of NPP Kudankulam and the most important aspects of fulfillment of the Parties’ responsibilities with regard to the contracts signed were reviewed at the meeting.

It is planned to hold in China the 8th Meeting of JNPC and "Atomstroyexport" General Managers to solve promptly the questions appearing in construction of Tianwan NPP.

The 16th Coordination Meeting on implementation of the General Contract for the construction of Tianwan NPP and the Trilateral Coordination Meeting on NPP Instrumentation and Control (I&C) (with participation of the Russian, Chinese and German Parties) took place in China, Lianyungang. The Chinese delegation at the meeting was headed by Mr. Chen Zhaobo, Chairman of the Board of Directors of Jiangsu Nuclear Power Corporation (JNPC). Mr. E. Reshetnikov, Chairman of the Board of Directors of JSC Atomstroyexport, was in charge of the Russian delegation. The most important issues that arose during the construction of Tianwan NPP were reviewed at the above Coordination Meetings.

Extending cooperation in implementation of NPP "Kudankulam" Project in accordance with the General Framework Agreement JSC "Atomstroyexport" and Nuclear Power Corporation of India have signed the Contract for delivery of equipment and materials for NPP "Kudankulam", the Contract for supply of equipment and materials from third countries and the Contract for deputation of the ASE specialists at Site.

2002 First Deputy Minister for Nuclear Energy of Czechia, Director of NPP "Temelin" Mr. F. Gezouchka arrived in Moscow. The aim of the visit is to learn activities of scientific and research organizations of Minatom of Russia.

Chinese delegation led by governor of province Gianjsu Mr. Lyan Bohua visited Moscow and Saint Petersburg. During its stay in Russia the delegation learned the progress of manufacturing equipment for Tianwan NPP at Russian factories. Deputy governor of Moscow region Mr. V.U. Golubev accepted the delegation, and a meeting was also held in city administration of Saint Petersburg. Talks with Deputy Minister for Nuclear Energy of Russian Federation Mr. E.A. Reshetnikov reassured Chinese delegation in scheduled finish of NPP construction.

The 15-th coordination meeting was held in Saint Petersburg on implementation of General Contract for Tianwan NPP construction. The Chairman of Board of Directors of Gianjsu Nuclear Power Corporation (JNPC) Mr. Chen Zhaobo managed the work of Chinese delegation; Russian delegation was led by Deputy Minister for Nuclear Energy of Russian Federation Mr. E.A. Temelin NPP unit 2 reached the minimum controlled level.

Minister for Industry of Check Republic, Chairman of SUJB (analogue of GAN RF) and Temelin NPP management have expressed their profound gratitude to the managers and experts of Russian organizations for engineering support they had provided in arrangement of conditions for successful bringing unit 2 to the minimum controlled power level.

JSC "Atomstroyexport" signed contracts with JSC "KomplectAtom-Izhora" and UK "Silovy Mashiny" in the coarse of development of Russian-Indian cooperation in the field of NPP "Kudankulam" construction as well as in compliance with the signed Contract to implement obligations of Russian side for supply of long term manufacturing equipment.

During annual International Trade Exhibition "Vietnam EXPO-2002" in Hanoi representatives of JSC "Atomstroyexport" together with their colleagues from MINATOM of Russia and design institutes "Atomenergoproekt", Moscow and Saint-Petersburg, performed a presentation of external economic activities of JSC "Atomstroyexport" and NPP modern design of enhanced safety with VVER-640 and VVER-1000.

During the JSC "Atomstroyexport" delegation stay in Hanoi, a series of meetings was held with heads of Vietnamese organizations who were authorized by the government of SRV to elaborate a preliminary technical and economic substantiation for NPP construction in Vietnam.

At present trade and economic cooperation between our countries has its considerable potential, which is being implemented in different fields including nuclear power. Construction of NPP "Kudankulam" is a striking instance of long-term mutual beneficial relations of Russian and Indian entities.

The 14th Coordination Meeting on implementation of the General Contract for Tianwan NPP construction took place, at which progress of fulfillment of the Customer’s and Supplier’s contractual obligations was reviewed and decisions were taken to ensure timely commissioning of Unit 1.

Fuel loading was carried out at NPP Temelin (Czechia).

The seventh session of the Intergovernmental Russian-Bulgarian Commission on trade-economic and scientific-technical co-operation took place in Sofia.

Having reviewed the status of co-operation in the nuclear power engineering the commission recommended to renew the activities of the task-force on co-operation in the nuclear power engineering, as well as to continue the joint activities in the spheres of mutual interest: modernization of NPP Kozloduy Units, analysis of the possibility to develop FS for new NPP construction using the equipment delivered to Bulgaria, updating of the nuclear fuel cycles for NPP Kozloduy Units.

JSC "Atomstroyexport" and Nuclear Power Corporation of India Ltd.Signed the Contract on supply of the long-term manufacture equipment, as well as of the first priority equipment and materials from Russia for NPP "Kudankulam" in India.

NPP Temelin Unit 1 (Czechia) was brought to full power and experimental operation is under way. The Russian companies render technical assistance on commissioning and operation under the contracts signed between Atomstroyexport and NPP Temelin. Atomstroyexport participates in the commissioning works at NPP Temelin Unit 2.
