Press Release of “Atomstroyexport” JSC

An Intergovernmental Agreement on nuclear power use for peaceful purposes was signed in Minsk

On May 28, 2009 in Minsk the Government of the Russian Federation and the Government of the Republic of Belarus signed an Agreement on cooperation in the field of nuclear power use for peaceful purposes.

The Agreement was signed by the Deputy General Director on nuclear power engineering complex of the State Corporation “Rosatom” Alexander Lokshin and the Minister of Energy of the Republic of Belarus Alexander Ozerets.

The signature of the Agreement actually creates a legal foundation for Belorussian and Russian sides with the aim of development of a large-scale cooperation in the field of the atom for peace, as well as for further implementation of the project of the nuclear power plant construction in the Republic of Belarus.

The nuclear power plant will be constructed under the Russian design. “Atomstroyexport” JSC (ASE JSC) will be the general contractor. The Russian company will implement construction of the first NPP in Belorussia under conditions of full responsibility of the general contractor – on a “turn-key” basis.

The First Vice-President of ASE JSC Alexander Glukhov stated, that Belorussia via construction of the nuclear power plant secures replacement of a significant volume of Russian gas consumption under condition that all electric power, generated at the first Belorussian NPP and at other Belorussian generating capacities, ensures domestic demand. “The Russian NPP design, which our Belorussian colleagues have chosen for construction in the territory of the Republic of Belarus, complies with all up-to-date international safety standards and requirements”, - stated Alexander Glukhov. According to him, upon the signature of the Agreement ASE JSC and Belorussian partners will face a lot of work on establishing additional legal and contractual basis for construction of the first Belorussian NPP.

It is planned to construct the NPP 2006 with 2,4 thousand MW in Belarus with the first power unit commissioning in 2016, the second one – in 2018. The Ostrovetskaya site in Grodno Region was chosen for the plant location.

“Atomstroyexport” JSC (ASE JSC) – is a leading state engineering company under the State Corporation “Rosatom”, implementing intergovernmental agreements on nuclear power facilities construction abroad. At present time “Atomstroyexport” is fulfilling the orders constituting more than 20% of the world market volume, and is the only company implementing the contracts on the NPP construction concurrently in four countries – China, India, Iran and Bulgaria. In its work “Atomstroyexport” is guided by the semi-centennial experience of Russian nuclear industry, and constructs the NPP of new generation fully complying with international requirements and recommendations of IAEA.
